Portsmouth City Council commissioned to write, produce and create three short documentaries that follow three individuals from Portsmouth.
As a video production company, we have a long legacy of producing video content for the public sector, in particular local councils. This project allowed us to draw on our local knowledge of Portsmouth, the aims of the City Council and our experience with documentary filmmaking.

The brief
Human-focused storytelling
As part of a city-wide initiative, Portsmouth City Council is launching its Cleaner Air Zone campaign. This will affect every resident and visitor to the city and long term, will work to improve the poor air conditions within the city.
To tell this story, we were given three individuals from Portsmouth who would be affected by cleaner air in different ways. We met the individuals and produced three stylised mini-documentaries that would resonate with different audiences.
Video storytelling
Using emotive storytelling to reach public sector audiences
As a city council, Portsmouth were keen to avoid a corporate feeling video. Millstream specialise in producing videos with a human focus, regardless of the subject matter. A theme such as this, the environment and sustainability, is already a very human impacted story and we worked with this angle to tell the three stories in this campaign.
